I have a PR4 website (a decent rank, but not terribly high) that nonetheless ranks #1 on Google for perhaps 10 different search terms, and in the top 10 for maybe 50 search terms. For some keywords it gets two or three of the top ten positions. I achieved this by building the website steadily over 10 years, with thousands of articles and other features. Agreed.
